Bibb County School District Arbitration Underway

The arbitration battle between the Bibb County School District and Superintendent Romain Dallemand shifted gears August 31st with the first round of discovery. This phase could continue through the end of the year, according to information from the American Arbitration Association.


The arbitration is nearly eight months old and both parties are now producing documents that prove their claims or disprove their opponents’ claims, which include nearly 4000 pages from the school board with audits, purchase orders, invoices, board policies, and other materials from the last several years.


Dallemand produced fewer than 100 documents with information that included articles about an audit and a Georgia Professional Standards Commission report. Also included in Dallemand’s documents was a July 16th letter from the executive director for the Connecticut Association of Public School Superintendents that stated Dallemand has no hope of obtaining gainful employment in education because of news reports and loss of his license.


Dallemand filed a $10 million claim in January 2015 accusing the school board members of violating provisions of his severance agreement by reporting the audit findings, as well as other information that tarnished his reputation. In response, the school board filed a $7.5 million claim in February that was later dismissed. However, the panel ruled the board could use those claims in its defense.


During the discovery process, Dallemand and his attorneys are asking the school district to identify who was involved in drafting his severance agreement, hiring the accounting firm of Maudlin & Jenkins, releasing the audit, filing complaints, and seeking a state or federal criminal investigation after the audit was published.
